 Problem with Proftp

I installed a ftp server on baileys. It's up and running on standalone.
First when i started the ftp server, everything seemed normal. But when i did a "tail /var/log/messages", it showed something like "Failed binding to 0.0.0.0, port 21: Address already in use". So i scanned the port using lsof, and it seemed the only process using that port was proftpd, the ftp server i installed.
Also, when i typed in the following cmd:
ftp 199.98.20.129
it worked fine;
but when i typed in
ftp 199.98.20.129:121
the error message was like this:
331 Password required for anonymous.
530 Login incorrect.
ftp: Login failed.
ftp: Can't connect or login to host `199.98.20.129'
It seems that it is trying to log in anonymously whenever you specify the port. Same thing with ws_ftp. Ws_ftp automatically specifies the port. So maybe for that reason i cannot ftp using ws_ftp. When i try to ftp through ws_ftp, it always fails and gives me no error messages other than "connection timed out". What should i do?
