 Bandwidth problem...

Hi guys !
I have a problem with my bandwidth. I'm connected to a LAN and here we have a gateway to the internet (the entire lan use the same IP address via NAT). The problem is my connection speed. Usualy I can't download with a speed higher then 14Kb/s. When I used windows2003 the download speed was up to 60Kb/s (sometimes), but now I can't get over this rate.
Also, in LAN, with dcgui-qt, I can't download from any user with more then 2Mb/s, and when someone is trying to download something from my computer via DC++ (or other dc client) the maximum speed is about 600Kb/s (on windows2003 the speed is about 8Mb/s in both directions). Does anyone know where could be the problem ?
I also use my computer as a gateway (with natd) for another computer.
So, if anyone can tell me where's the problem... please answer :-)
