 IPsec.conf doesn't exist

I compiled my kernel with ipsec option as shown below

options IPSEC
options IPSEC_ESP

i've also added ipsec_enable="YES" to /etc/rc.conf and then reboot my computer. But my computer start to boot unusual and it seems that ipsec.conf aborted. I can't find ipsec.conf in /etc and nowhere
did i miss something? or am i doing it all in improper order?
i'm a newbie, please someone help me....
