 Apache 1.3.x supports syslog(3)

In versions of Apache older than 1.3.x, using Apache's homegrown log rotation was probably the only reliable way.

However, Apache 1.3.x supports logging via syslog(3), which means that newsyslog(8) can operate safely on the files without having to send signals to the parent httpd process at all.
