 can 2 ipsec tunnel work together?

I have setup two ipsec tunnel between the same two hosts(with two different ip). But now it can't work at the same time, only when one is destroyed, the other works.
What is the matter?? Do I need to make some program to combine it??

Without seeing your configuration files and a bit of explanation, it is difficult to tell.

I recommend reading the IPsec articles on this website.

two host:

host1: public ip1: 10.0.0.1
public ip2: 10.0.1.1
private ip: 172.16.1.1

host2: public ip1: 10.0.0.2
public ip2: 10.0.1.2
private ip: 172.16.2.1

I setup two ipsec tunnels : gif0:10.0.0.1-10.0.0.2
gif1:10.0.1.1-10.0.1.2
both is used to transfer data between 172.16.1.1 and 172.16.2.1

but now these two tunnels can only work as replacement, can't work at the same time. ( in route table only one gif interface is used between 172.16.1.1 and 172.16.2.1)

It seems that it is the default working way in freebsd. How can I change it to work together?
