it depends how you want to run ftp and which ftp server you are using.
If you are using the default FreeBSD ftp server, then you need to keep ftp uncommented.
If you are using another ftp server that you installed from ports or source, you want comment out the ftp line in inetd.
based on the error meesages you are getting, i'm thinking you are running an ftp server installed from ports that runs as a daemon instead of from inetd (it has a start script in /usr/local/etc/rc.d). In that case, your brother is incorrect. You must comment out the ftp line, or set up the new ftp server to use inetd instead of running as a daemon.
