 stunnel:SSL_accept error

this is what the stunnel log has to say:

SSL_accept:140760FC:error:140760FC:SSL routines:SSL23_GET_CLIENT_HELLO:unknown protocol

we are tyring to connect to port say 9999 thro telnet and in the stunnel conf file its been asked to redirect to port 23.

we expect a login at client side(if not mistaken)...but after the initial handshakes we get the above error and at the clinet side

trying x.x.x ....
connected to x.x.x.x....
escape char is ']^'

and thats it....

anybody out there got a solution?
