My computer is on the Network of Public Security of China,not the internet,my IP is 10.42.148.68 and my netmask is 255.255.255.128 ,my problem is that I can't ping other machines on the same LAN(my network neighbourhood),But when I use the command "arp -a",I get three MAC addresses on the LAN,but I still can't ping out---the error message is "the host is down" or "no host to route".Can you help me to solve the problem?
