Try these modifications
SETENV HTTP_PROXY http://192.168.0.254:8080
SETENV FTP_PROXY ftp://192.168.0.254:8080

BTW root does have a home directory just not located with the normal users. You can find Roots home dir in /root

The above commands will most likely not work in the .profile commands as they are not BASH commands but TCSH shell commands(which go into .cshrc).

If you are using BASH you want

export HTTP_PROXY=http://192.168.0.254:8080
export FTP_PROXY=ftp://192.168.0.254:8080

to make sure that these values are correctly set type
> export --- (BASH)
> printenv --- (TCSH)
at the prompt.
