Exist some way to log all actions that an user makes?

yea...

/home/user/.history
or
/home/user/.bash_history

depending on the shell they use.

but the users can change this file :( and it doesn't record actions made by sftp

check chflags...

you can make them append only

as far as sftp goes, i don't know of anything that can log it, but you can only make changes to your own files so it doesn't really matter...
if you are worried about people grabbing files they shouldn't, jail them or remove their access...
