 POP not recognizing link

I have tried to relink my /tmp from /user/tmp as follows:

#mkdir /usr/tmp
#rm -rf /tmp
#ln -s /usr/tmp /tmp

While the unmount was successful, I keep getting an error
IPOP3D file system full pid# /tmp

I think that the relink was successful, however, that the IPOP3D server does not "know" about the relink of /tmp & just views it as being unmounted. Do I need to configure anything, how can I find out if IPOP3D is aware of the change.

Also, what are the pros & cons of Imap vs pop.
