how to start dhcpd at boot time?
/etc/inetd.conf?
/etc/rc.local?

I prefer to start stuff at boot-time from the dir /etc/rc.d.
In /etc/rc.conf i add the following line:
local_startup="/etc/rc.d"
That makes everything in /etc/rc.d/ ending with a .sh and +x ( chmod 755 ) execute in alphabetic order at startup.

The generally accepted place for such scripts is /usr/local/etc/rc.d/

If you use that directory, you don't have to define local_startup as that is already defined for you in /etc/defaults/rc.conf

The more you deviate your system from the accepted defaults, the more difficult it is for someone else to help you with it.

This does not as much discuss where to put the startup script as how.
( FYI, I've got my dhcpd script in /usr/local/etc/rc.d)

This is my startup script
#!/bin/sh
[ -x /usr/local/sbin/dhcpd ] && /usr/local/sbin/dhcpd -q XXX && echo -n ' dhcpd'

Where XXX is the interfaces to listen on seperated by a space. This parameter
can be ommited if dhcpd has configuration parameters for all installed interfaces.
