 chroot ftp and localtime ??

I read http://www.freebsddiary.org/ftpd-ls.html about how to avoid having to put ls in each users directory. Is there a way to get around putting localtime in each users directory ? If I don't put in localtime, then file creation time is in zulu time.

Would I be correct to guess that if i set my server to zulu time instead of localtime I would not need localtime ?

The file creation time will be whatever the server time is. To set your server time, use /stand/sysinstall, Configure, Time Zone, NO, select your region. Have fun.
